Carter Jonas is advising the London Borough of Wandsworth on a land acquisition and compulsory purchase strategy to facilitate the regeneration of the Winstanley & York Road Estate in Battersea and the Alton Estate in Roehampton. Between the two projects, it is planned that over 3,650 new homes will be delivered, along with retail and community space.
Our advice builds on our wide experience of land assembly and CPO for regeneration and infrastructure schemes. We co-ordinate with the Council’s Housing team to build positive relationships with affected leaseholders and their agents to maximise the chances of a negotiated agreement and reduce reliance on compulsory powers.As a result, over half of the required private interests in the initial phases have been acquired by agreement already.
At the same time, our advice and negotiations closely follow Government guidance on the preparation and use of CPOs, so that a clear and robust case can be presented by the Council and CPO powers secured where necessary. We have comprehensive and clear reporting tools to monitor and report progress to the client on a regular basis.
In addition, we provide regular property cost estimates (PCE) to give an up-to-date assessment of how much the land assembly process is likely to cost.
