Planning consultancy

Carter Jonas has secured planning and listed building consent for an extensive redevelopment for Hertford College (part of the University of Oxford). The scheme will create a new modern and accessible library through the construction of a basement extension. The development also allows for the demolition of a 1960s extension and the construction of a new two storey building, which will feature seminar and lecture theatres, new communal areas, offices and modern storage spaces, together with an impressive new roof terrace. The terrace will provide new views of the City from a perspective that has not been seen before. 

Permission for the Catte Street scheme was awarded by Oxford City Council on 21 December 2021.

In addition to providing modern, accessible facilities for students, the project will also open up this internationally recognised College to visitors and to local schools through the OxLibris project.

The major improvements brought about by the proposals include repairing and conserving exterior stonework of the important listed buildings; revealing the original double height and plasterwork panelling in the Old Chapel; unveiling some exceptional cornicing; reinstating the original circulation route between the Quad and the Old Chapel; creating storage facilities for archive documents and rare books;; increasing the provision of natural light for study areas, and introducing ecological enhancements such as new habitats for bats and swifts. 

Carter Jonas has been involved in this project since its inception. Its Oxford-based planning team advised the College on the RIBA design competition which led to the appointment of MICA architects. Carter Jonas also coordinated the consultant team and engaged extensively with the City Council and stakeholders throughout the pre-application process. Carter Jonas will remain involved to ensure that all conditions are discharged and will continue to consult with key stakeholders throughout the construction process.
